Unlce Sam is the personification of the US government.

During the War of 1812, one of the biggest suppliers for the US put his name (which was Sam Wilson) on all of the supplies that passed through his yard. Solders began referencing Uncle Sam. At least that’s one legend.

We do know that Uncle Sam was first used around the Civil War as a recruitment tool. He gradually became more and more popular. He eventually displaced Columbia as the primary personification of America in the 1920s.
